Air Force Research Laboratory Selects LPA Systems

Software Developer to Commercialize Satellite Imagery System

Rochester, NY - July 14, 2003

LPA Systems, Inc. announced that it has been awarded a Small Business Innovation Research (SBIR) contract to provide software development and integration services to the Air Force Research Laboratory (AFRL) in Rome, NY. LPA formed a strategic business alliance with PAR Government Systems Corporation (PGSC), also of Rome, NY, to undertake the software development project in the field of hyperspectral imaging that will benefit systems currently in use at AFRL and on the battlefield. The project, called "Hyperspectral Visualization & Spectral Exploitation" or "HyperVISE", also directs LPA to research alternatives to commercialize this technology for non DoD applications.

Hyperspectral imaging is a relatively new technology that extends the capabilities of traditional electro-optical imaging systems by simultaneously using multiple bands of data from the vast electro-optical and the infrared spectrum. It is a capability to recognize and differentiate materials from a combination of "spectral signatures." Potential commercial applications include the ability to identify the "signature" of chemical emissions.

Fred Rahrig, AFRL Engineer and manager of the SBIR HyperVISE project, said, "Most hyperspectral analysis and application has been in the domain of the research scientist. We need to develop a cost-effective, point-and-click, easy to use visualization tool for both government and commercial applications."

Ed Bohling, Vice President of PGSC, stated, "We are pleased to be working with LPA on this project and to continue PAR’s long-standing relationship with AFRL. LPA is perfectly suited and technically qualified to tackle the commercialization of this technology."

According to Ray Shady, VP of Marketing at LPA, the SBIR program was initiated to encourage the federal government to tap into the entrepreneurial sector of small business in the U.S. "This is where innovation thrives on limited R&D budgets. Each year, ten federal departments and agencies are required by SBIR to reserve a portion of their R&D funds for awards to small business. These designated groups include the Departments of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Transportation, EPA, NASA and NSF. By reserving a specific percentage of federal R&D funds for small business, the Office of Technology in the Small Business Administration enables a company like LPA to compete based on quality and innovation. SBIR is funding the critical startup and development stages of this project and encouraging the LPA-PGSC team to commercialize what we build, which in turn should lead to innovative products for the public and private sectors."
